Since its founding, Frederick County has been divided into 12 counties, including seven that are now part of West Virginia. Winchester, founded by Colonel James Wood, became the county seat in 1744. The county was, however, was not formally organized until five years later when the county court met for the first time on November 11, 1743. HISTORICAL: Frederick County was created by an act of the Virginia House of Burgesses on November 11, 1738.
